In Action Against Poverty and HIV/AIDS.(YAAPHA), a Tanzanian community-based
community support and development organization, is seeking grant funding of
$22,300 over two years to expand its vocational training and HIV/AIDS education
programs.
About YAAPHA
YAAPHA was founded in 2011 to provide
social and economic development programs and services to the people of Kaloleni
ward, Pasua and Bomambuzi , the most populous informal settlement in Kilimanjaro
Region. Approximately 55%
of the population in Kaloleni ward is between 15 and 30 years, unemployed and
affected by a high HIV/AIDS infection rate.
With the aim of alleviating the extreme poverty faced by these
communities, YAAPHA provides programming
in a range of areas, including health outreach, youth mentoring and leadership,
family counselling and self-help for women, environmental stewardship and
HIV/AIDS awareness and care. It also
runs a community drop-in centre. YAAPHA is a small,
grassroots organization and is a registered charity with the Tanzanian government. It is supported by six full-time staff, who
are experienced youth support workers, skills trainers and health educators, and
a team of volunteers. In 2012,
YAAPHA was recognized by the Government
of Tanzania for its efforts in creating development opportunities for young

Proposal Synopsis
Currently, three- to six month training courses
are being offered by YAAPHA in
tailoring, masonry, music and computers with the aim of increasing education
and employment rates. The labour skills
taught in these courses are in high demand in Tanzania's informal sector, which
is expected by the Tanzanian government to grow by three times over the next
decades as trade markets expand in the East African Community. The government is currently investing in the
promotion of the sector in recognition of its economic potential. Computer competency and HIV/AIDS education
are standard components of all skills training programs.
With new grant funding, YAAPHA proposes to expand its tailoring training
program and introduce six-month welding/metal work courses to meet demand for
opportunities in these areas. Priority
for enrolment will be given to the communities' most vulnerable members,
including youth, single mothers and commercial sex workers. YAAPHA will introduce career counselling, small
business management/entrepreneurship training and, to the extent possible,
internship opportunities. It will also
offer graduates linkages to its network of micro-credit organizations to
facilitate self-employment. As with all
other training programs, these courses will be used as a forum to deliver
HIV/AIDS prevention and care education to participants.
Targeted Results
By providing education, employable skills and
assistance in finding employment or starting a business, YAAPHA will empower participants — particularly,
women and youth — and help to break the cycle of poverty within these
communities over the longer term.
Specifically, YAAPHA is targeting
40 graduates per year from each of its tailoring and welding/metal work
courses, or 160 over the two years of the project grant (an addition to the 40
people already graduating per year from each of the computer and masonry
programs, and 25 scheduled to graduate this year from the new music
program).
Over the two years that YAAPHA has offered
tailoring skills training, 15% of its graduates have been employed, while 25%
are now self-employed and 10% plan to pursue training in small business
management. (Note that tailoring is typically a trade with high-levels of
self-employment.) With the addition of
internship placement, counselling and support for graduates, YAAPHA will target 60% self-employment and 40% direct
employment for tailoring graduates. It
will target 25% self-employment and 75% direct employment for welding/metal
work graduates.
The HIV/AIDS education offered to the 40
participants in each of these training programs each year will have both direct
and indirect benefits, as participants share new knowledge about prevention and
care with extended family members and dependents.
Project
Governance
This project will be managed by a
Project Coordinator, who is trained in business administration, accounting and
project management and is an experienced community development worker. The Project Coordinator will be accountable
to YAAPHA's Board of Directors and will be supported by a project
administrator. The Project Coordinator
will work with a Community Support Worker to identify program participants on
the basis of economic need, level of education and aptitude. Two course instructors have been identified
who have significant experience in their fields and hold diplomas from the
recognized Institutes of Tanzania. HIV/AIDS
training will be delivered by current
YAAPHA health care volunteers (already trained/experienced).
Monitoring and Evaluation
Monitoring of implementation against
the project schedule and milestones will be continuous, led by the Project
Coordinator. Two surveys of participants
will be used in year one: the first to analyze participants' needs and
objectives at the time of enrolment, and the second to evaluate successes and
areas for improvement after project implementation. This information and lessons learned will be
applied to the project effectiveness in year two (and improve YAAPHA's other
skills training programs, as appropriate).
Both short-term deliverables (e.g., enrolment and graduation rates) and
long-term performance measures (e.g., employment and self-employment rates upon
graduation and six-months out) will be tracked.
A twice-yearly project report will be presented to YAAPHA's Board of
Directors and partner organizations.
